Mā te Rae – Māori Evaluation Association
Mā te Rae – Māori Evaluation Association has been established by Māori, for Māori to advance the social, cultural and economic development of iwi Māori through participation in and contribution to quality evaluation. Our mission is to mobilise evaluation as a tool for transformation for Iwi Māori.

Our vision is for the Fono to be the primary coordinator of Pacific evaluation activities for ANZEA, by working with Pacific communities to strengthen and promote evaluation knowledge and practice excellence, in New Zealand and the Pacific region.
Our priorities are to:
- Improve the capacity and capability of the Pacific evaluation workforce. Developing a critical mass of well qualified and competent PacificEvaluators is central to building a centre of Pacific evaluation excellence.
- Strengthen and promote Pacific evaluation knowledge and practice – to grow and strengthen Pacific evaluation knowledge and practice through bringing Pacific evaluators and researchers together to discuss, debate, develop and disseminate Pacific evaluation knowledge and practice.
- Build strategic relationships with stakeholders – the ability to collaborate, cooperate and work with others is vital to building and developing Pacific evaluation.
Our roles and responsibilities: The Fono has an elected Executive Committee. Its main role is to coordinate Fono services, in particular:
- Pasifika Fono events
- Pasifika Fono AGM
- Contribute to ANZEA Board and to ANZEA Communications Plans
- Membership recruitment.

Six Guiding Tikanga-based Objectives
Whanaungatanga
Kia whakatupu i te whanaungatanga kia whakawhānui i ngā kaiaromatawai Māori, kia hāpai hoki i te mahi aromatawai e tika ana mō Ngai Maori i ngā horopaki Māori katoa.
To strengthen relationships that enhance the development of Māori evaluators and evaluation in iwi, Māori, kaupapa Māori and other indigenous contexts.
Whakapapa
Kia whakanuia te āhua o te takitahi me te takitini; (tō tātou whakapapa; ōu tātou tupuna) me ēra kua whakapau kaha, kua para hoki i ngā huarahi i roto i ngā mahi aromatawai Māori mai, tangata whenua ao whānui mai.
To acknowledge our individual and collective strength as Māori (our history; our forebears) and those who have contributed to shaping Māori and indigenous evaluation.
Ahurea
Kia whakarangatira i ngā āhuatanga Māori katoa hei pou-tūhāhā, hei tākoha hoki ki ngā mahi aromatawai ā-hapū, ā-iwi, ā te ao whānui rāno.
To affirm and promote our culture, language and customs as our unique point of difference and contribution to evaluation locally, nationally and globally.
Pukenga
Kia whakapakari ake i ngā pukenga kia eke ai tātou ki ngā taumata ringarehe a ngā mahi aromatawai i ngā horopaki Māori katoa.
To enhance the knowledge and skills of Māori evaluators and to lead quality innovative evaluation (theories, frameworks, methodologies and professional practice) in iwi, Māori, kaupapa Māori contexts.
Kaitiakitanga
Kia whakapakari ake i ngā pukenga kia eke ai tātou ki ngā taumata ringarehe a ngā mahi aromatawai i ngā horopaki Māori katoa.
To provide stewardship of Māori evaluation knowledge and practice where appropriate.
Paerangatiratanga
Kia whakapakari ake i ngā pukenga kia eke ai tātou ki ngā taumata ringarehe a ngā mahi aromatawai i ngā horopaki Māori katoa.
To ensure accountability at all times to those who have a stake in ensuring the development and success of Māori evaluation.
Our ingoa draws from our whakatauki – Mā te rae, kia rangatira ai – to remind us to look deep, far and wide into any evaluation with clarity and a critical consciousness that is grounded in our Māori world, and that we see not only with our eyes but our mind, body and spirit.

International Links
ANZEA is connected with a range of international evaluation associations and societies, through the networks of individual Board members members, as well as formal connections at the level of the Association.
In June 2017, ANZEA was given the opportunity to nominate the Australasian/South Pacific Representative to the International Organisation for Cooperation in Evaluation (IOCE) from the Australasian Evaluation Society (AES). We were delighted when Debbie Goodwin was nominated and accepted onto the IOCE Board. Debbie’s previous role on the ANZEA Board, current role as an Executive Board Member of Mā Te Rae and understanding of the work of the Fono, enables her to share her experiences, and promote the region. Her IOCE Board membership will also further strengthen our connections with AES, as she will regularly engage with them to share progress.This is an important role, as we can all connect and engage with one another to support discussions and developments with the IOCE on evaluation in Australasia and the South Pacific.
In December 2017, Debbie also became the co-chair of EvalIndigneous – an EvalPartners international forum supporting the global development of indigenous evaluation. This is an exciting opportunity to further strengthen local and international connections, to support and develop the EvalIndigenous agenda.
Canadian Evaluation Society (CES)
