Dr Knox and Dr Shanahan will guide ANZEA members through foundational research that enabled ACC to develop methods for measuring and monitoring access to the Accident Compensation Scheme (the Scheme), focusing on equity for Māori, Pacific, Asian, and disabled populations. Using data from StatsNZ’s Integrated Data Infrastructure (IDI), they identified the challenges in measuring injury prevalence and Scheme access. This led to the approach of matching survey data with ACC claims data to better understand who is getting injured and who is not lodging ACC claims. To improve injury prevalence data and monitor access to the Scheme, new injury prevalence information will be collected through the 2025/26 New Zealand Health Survey, with analysis available in early 2027.

 

Dr Andrea Knox:

Andrea is a research and analytics consultant with over 20 years’ experience in designing, implementing, and providing statistical modelling to support research and evaluation projects. Andrea has worked with a wide range of agencies in areas including business and economic development, tertiary education, health, housing, and the environment. For the work described in this presentation, Andrea was an independent consultant with her business Counterbalance Analytics. She is now employed as a Principal Data Analyst at Te Hiringa Mahara - The Mental Health and Wellbeing Commission. Much of Andrea’s work has included a focus on equity, which she sees as an essential component of a flourishing society.

 

Dr Mairead Shanahan:

Mairead is a sociologist with over 15 years’ experience leading research and evaluation projects. After a career in academia, where she taught social research methods to post-graduate students at Queensland University of Technology and Te Herenga Waka | Victoria University Wellington, she has held several roles in the New Zealand public service, including at the New Zealand Royal Commission of Inquiry into Historical Abuse in Care. Mairead is currently a Senior Research Advisor at ACC. Mairead is driven by a deep passion for harnessing research and evaluation insights to make meaningful change that benefits and uplifts the people.
